A physical therapy clinic isn't quite a traditional medical office or a fitness center.
Building Around the Way a Clinic Works

Understanding how a clinic operates is essential to designing its building systems.

An open rehabilitation area may accommodate patients walking, stretching, or using exercise equipment throughout the day. A private treatment room nearby may have different temperature, lighting, and comfort requirements.

These differences influence HVAC design, air distribution, lighting, and electrical connections. Plumbing also affects the layout, especially when restroom locations, accessible fixtures, and existing connections must fit within limited space.

Individually, these considerations may seem straightforward. The challenge comes when multiple systems compete for space or depend on decisions made by other disciplines.

At Neville Engineering, we believe early collaboration between architects, engineers, and contractors helps identify these conflicts and develop practical solutions that support the clinic's daily operations.

What Existing Buildings Can and Cannot Support

Many physical therapy clinics occupy existing commercial properties. While the location and floor plan may appear suitable, the infrastructure behind the walls can present unexpected challenges.

An HVAC system originally designed for retail use may need modifications. Electrical service capacity must be evaluated against equipment demands, while existing plumbing connections can influence where treatment rooms and restrooms are located.

Applicable building codes introduce additional considerations. Requirements vary depending on the facility's use, classification, and local jurisdiction.

Understanding these conditions early allows the design team to evaluate options before architectural layouts are finalized.

Relocating equipment or adjusting a treatment room during design may be relatively simple. Making those changes after construction documents are complete can affect multiple trades, schedules, and project costs.

Neville Engineering emphasizes early MEP involvement, clear communication, and practical recommendations to help project teams address these challenges before they become costly setbacks.

Designing for Multiple Locations

Neville Engineering has provided MEP design services for numerous PT Solutions Physical Therapy locations across the country.

Multi-location development requires balancing consistent operational standards with the unique conditions of each building.

One location may have sufficient mechanical capacity but limited ductwork space. Another may offer more flexibility in its layout but require electrical upgrades. Local codes and climate conditions also influence design decisions.

A solution that works in one market may not be appropriate in another.

Our experience across multiple locations reinforces the importance of understanding each building's capabilities rather than simply repeating a previous design.

At Neville Engineering, we focus on asking the right questions early, coordinating with the project team, and developing efficient MEP solutions suited to each facility.

Physical therapy builds strength that extends beyond an individual appointment. The buildings where that work happens deserve the same long-term thinking.

A well-designed facility shouldn't draw attention to its mechanical, electrical, or plumbing systems. They should work reliably in the background, allowing patients and providers to focus on what matters most: the care taking place inside.

There is a point in every development project when a relatively simple design decision starts to become much harder and more expensive to change.

Early in design, there may be several ways to locate equipment, route utilities, size a service, or accommodate a building system. As the project advances, those options begin to disappear. Wall locations are established. Equipment is selected. Structural and architectural plans become more developed. Budgets firm up, and other disciplines begin designing around decisions that may have been made months earlier.

That is why we believe MEP engineers should be part of the conversation while a project is still taking shape.

Why Early MEP Engineering MatterS

Mechanical, electrical, and plumbing systems do not exist independently from the rest of the building. Each one requires space, infrastructure, and coordination with architectural, structural, and operational requirements.

Mechanical equipment needs appropriate locations, distribution paths, and service access. Electrical loads can influence service size, utility requirements, and electrical room locations. Plumbing systems introduce their own routing, slope, and utility considerations.

Individually, each decision may seem straightforward. Together, they can significantly affect the building.

Early MEP coordination gives the design team an opportunity to work through those integrations while there are still multiple ways to solve them. When engineering decisions are delayed, the team is often forced to design around architectural or construction decisions that have already been made.

Small Design Decisions Can Have Large Cost Impacts

A recent Neville Engineering project in Lockport demonstrates why timing matters.

During an early electrical design review, our team identified an opportunity to reconsider the location of the electrical room. Because the issue was evaluated before the design had progressed too far, the team was able to relocate it.

That relatively simple change ultimately saved the project tens of thousands of dollars.

Had the same issue been discovered much later, moving the electrical room could have affected architectural plans, utility routing, equipment locations, and other coordinated systems. At that stage, the better solution may no longer have been practical.

Early engineering creates an opportunity to find those savings before they become change orders.

Coordination Before Construction

Early MEP involvement will not eliminate every challenge on a construction project. It can, however, help identify foreseeable problems before they reach the field.

Before plans are finalized, project teams should be asking whether the mechanical, electrical, and plumbing systems reflect how the building will actually operate. Is adequate space available for equipment, distribution, and future maintenance? Are architectural and engineering requirements properly coordinated? Have equipment availability, lead times, and construction costs been considered? Could early contractor input improve the design?

Those conversations are much easier while the project still has flexibility.

Once construction begins, an issue that could have been resolved during design can become relocated equipment, refabricated materials, delayed trades, or an expensive change order.

At Neville Engineering, coordination and communication are part of the engineering process. We work alongside owners, architects, contractors, and construction managers to develop practical MEP designs that respect project budgets and hold up from the drawing board through construction.

The 2024 Illinois Energy Conservation Code took effect on November 30, 2025, bringing new requirements that directly influence the design and permitting of commercial and multifamily projects. For architects working on new construction, these requirements must be reflected in both the design and the permit documents.

The updated code places greater emphasis on building performance, including HVAC systems, lighting, controls, water heating, the building envelope, and overall energy use. Projects must also achieve a required number of additional efficiency points through qualifying measures. How those points are achieved can meaningfully shape the building design.

On a recent 36-unit multifamily project, for example, high-efficiency water heaters helped achieve the required efficiency points with minimal deviation from what the project already needed. Other compliance measures, however, can have much broader implications.

One of the biggest considerations for new commercial construction is solar. Depending on the building and applicable code requirements, roof-mounted photovoltaic systems or provisions to accommodate solar in the future may need to be incorporated. This can affect available roof area, electrical infrastructure, equipment placement, and the architectural design itself.

Requirements like these can create permit challenges if the selected efficiency measures or system provisions are not accurately reflected in the drawings and documentation submitted for review. A project that otherwise appears ready for permit may require revisions if its chosen compliance path does not satisfy the applicable code.

Before Submitting for Permit, Confirm:

Which version of the energy code applies based on the project and permit date

Which measures will be used to achieve the required efficiency points

Whether photovoltaic or other renewable energy requirements apply

How those requirements affect roof area, equipment placement, and electrical infrastructure

How the building envelope and MEP systems contribute to compliance

What calculations, drawings, and supporting documentation are required for permit review

Whether the local jurisdiction has additional amendments or requirements

Energy code compliance now has a direct impact on decisions architects and project teams make throughout the design. Understanding the applicable requirements and clearly documenting the selected compliance path can help reduce revisions during permit review.

Neville Engineering supports architects, developers, and project teams in interpreting MEP and energy code requirements and developing practical, compliant solutions for new construction.

The real value and potential cost exposure lives in the mechanical, electrical, and plumbing systems that keep the space safe, efficient, and functional. Before signing a lease, it’s essential to understand how these systems perform, what risks to avoid, and how to predict long-term operating costs.

This guide breaks down the critical MEP design elements to evaluate when renting a commercial property, including power sources, lighting quality, HVAC efficiency, plumbing capacity, and more. These insights help tenants make informed decisions and help landlords improve building performance and marketability.

1. Electrical Systems: Power Source, Capacity, and Safety

Electrical engineering plays a major role in whether a building can support your operational needs. Undersized or outdated systems lead to blown circuits, equipment issues, and expensive post-occupancy upgrades.

Key Items to Review

Electrical Service Size:
Determine if the building has sufficient amperage (e.g., 200A vs. 600A) for your equipment, computers, machines, or commercial kitchen needs.

Panel Condition & Age:
Look for updated panels, clear labeling, and available breaker space for future expansion.

Power Source & Distribution:
Confirm that the service is stable, grounded, and compliant with current electrical codes.

Emergency & Backup Power:
Some industries require battery backup, UPS systems, or generators.

Real Scenario

A manufacturing tenant toured a 12,000 sq. ft. facility with attractive rent but it only had a 200A electrical service. Their machinery required more than double that. Upgrading the incoming service and panels would have exceeded $40,000, making the “cheap” rent far more expensive. Always verify the available power before leasing. Electrical upgrades are among the most expensive improvements in commercial spaces, and they often require utility coordination and long lead times.

Lighting: LED Fixtures, Efficiency, and Visual Comfort

Lighting significantly affects energy costs, employee comfort, and overall building quality. As part of any building evaluation, examine the type and condition of fixtures throughout the space.

What to Look For

LED Fixtures:
Modern LED systems reduce electrical consumption and maintenance costs by up to 60%.

Color Temperature & Uniformity:
3500K–4000K is ideal for most office and retail environments.

Controls & Sensors:
Motion detectors, dimmers, and zoning improve efficiency and occupant comfort.

Emergency Lighting:
Confirm that egress paths have code-compliant illumination.

Real Scenario

Neville Engineering Services recently worked with a client who inherited outdated T12 fluorescent fixtures in a 1970s building. By upgrading to high-efficiency LEDs and motion sensors, the tenant saved over $18,000 per year in utility costs. LED lighting isn’t just a modern amenity, it’s a cost-saving requirement for commercial tenants.

3. HVAC Systems: Efficiency, Age, and Rooftop Unit Performance

The mechanical engineering components of a building directly impact comfort, air quality, and operating cost. Heating and cooling systems are often overlooked during lease negotiations, but they shouldn’t be.

Key HVAC Questions

What is the age and condition of the rooftop units (RTUs)?
Units 15+ years old often operate at half the efficiency of modern equipment.

What is the SEER/EER rating?
Higher ratings equal lower utility bills.

Is the ductwork clean and properly sealed?
Poor ductwork leads to uneven temperatures and wasted energy.

Does the building meet current ventilation requirements?
ASHRAE 62.1 compliance is essential for indoor air quality.

Real Scenario

A tenant moved into a warehouse with a single 12-ton RTU from the early 2000s. Only after signing the lease did they discover it struggled to maintain temperature and required a $20,000 replacement. A pre-lease MEP design review would have caught the issue early. Always review HVAC performance, age, and maintenance history before finalizing a lease. Energy-efficient RTUs reduce monthly overhead and improve workplace comfort.

4. Plumbing Systems: Capacity, Condition, and Code Compliance

Plumbing systems are often invisible until they fail. Reviewing basic plumbing capacity helps avoid major surprises.

Plumbing System Essentials to Check

Restroom Count & Location:
Are the fixtures adequate for your occupancy load?

Water Pressure & Supply:
Low pressure can indicate aging piping or supply issues.

Drainage Performance:
Slow drains may point to underlying sewer problems.

Hot Water Availability:
Some uses require high-capacity water heaters or recirculation systems.

Real Scenario

During a tenant improvement assessment, a client discovered undersized sewer lines in an older retail space. Their proposed occupancy load required additional restroom fixtures but the existing plumbing systems couldn’t support them. The upgrade was cost prohibitive. Capacity matters. Have plumbing systems evaluated before choosing a space—especially for restaurants, labs, salons, or medical facilities.

5. Fire Protection, Safety, and Code Requirements

These systems often add major costs if not evaluated early.

Key Checks

Sprinkler system type and coverage

Fire alarm system age and maintainability

Emergency lighting and exit signs

Compliance with local building codes and occupancy rules

A thorough MEP design review is one of the smartest investments you can make before signing a commercial lease. It protects tenants from hidden costs, clarifies system deficiencies, and gives landlords a clear roadmap for improvements that elevate the building’s value and appeal. By evaluating electrical capacity, lighting quality, HVAC efficiency, plumbing system performance, and life-safety compliance upfront, you gain a complete understanding of how the space will operate not just on day one, but for years to come. Neville Engineering Service provides the technical insight needed to estimate upgrade costs early, ensure mechanical, electrical, and plumbing systems can support your plans, and position the property competitively in the market.
